systems can offer only the basic quantitative data which partially meet such demands.
The school census questionnaires collect the much needed information for policy
formulation and planning. However, this collected information has never been fully
utilised.
Central level
127. Under the national action plan, the government has set out performance
indicators on basic education related to ECCD and primary education to measure the
progress of EFA goals. For every indicator, baseline data as well as annual targets have
been established. These indicators are hence the key ones for the monitoring of
education and progress towards national goals at the central level. Data are collected
for all these indicators through the school census, and results are reported to the
MOPME from the EMIS unit of DPE.
128. Regarding secondary and tertiary education there are some targets fixed for
planning purposes and MDGs. These goals have included only indicators of enrolment
and enrolment rates. Under several MOE development projects there are some goals
for construction of schools and classrooms, distribution of equipment, training of
teachers, curriculum modification as per present needs, setting up performance-based
indicators, distribution of stipends to girls for increasing the participation, etc. to
enhance the quantity and quality of secondary and tertiary education. Data collected
through school census produce many indicators as per needs of the MOE, policy
planners, national and international agencies, researchers and other users. However,
not all the indicators are disseminated in the annual statistical publication. Information is
provided often as required by the concerned agencies. Every month, BANBEIS receives
ten requests on average to provide information.
