PRODUCING EDUCATION STATISTICS
4.1. Review of organizational structure and responsibilities of the education
statistics services
39. Administratively, the primary education system under the MOPME is divided
into five levels: the central, divisional, district, Upazila/Thana (sub-district) and the
institutions (school). The EMIS activities for the primary education are decentralised to
the district level as each district has its own EMIS unit. Data on primary education are
collected in two ways: (1) direct data collection by the Monitoring and Evaluation unit of
DPE through Upazila/Thana level education officers; and (2) compilation of data made
by the EMIS unit of DPE through its district level EMIS.
40. The post-primary education system under Ministry of Education is divided into
four administrative levels: the central, regional, district and institutions (school).
However, the data are collected through officers in charge under the stipend projects at
the Upazila sub-district level. They are also engaged in different administrative activities
of the post-primary institutions. Most of the EMIS activities are done at the central level
as the decentralisation is yet to be established.
Central level
41. For the primary education statistics, currently most of the statistical activities
are carried out at the central level by the EMIS unit of the MOPME. Although there is
decentralised EMIS at the district level, the dissemination of education statistics of
primary education exist only at the central level.
42. The statistical activities of post-primary education are carried out by the EMIS
unit (BANBEIS) of MOE at the central level. Some initiatives to decentralise the process
have already started for implementation under the support of the ICT project. Most of
the EMIS activities are done at the central level.
43. As mentioned earlier, while the Directorate of Primary Education has the
mandate for the collection, compilation, production and dissemination of educational
data and information on primary education and also for achievement of EFA indicators
which covers pre-primary and primary education, the Bangladesh Bureau of Educational
Information and Statistics (BANBEIS) has the mandate for collection of data, updating of
database and processing of data, production and dissemination of educational data for
the post-primary education at national level. The overall responsibilities of these two
EMIS units at the central level are as follows:
