14. The institutions for general education, Madrasah education, technical-
vocational education, professional education and teacher education are divided into two
broad categories in line with the types of management: institutions managed by the
government called “Public Institutions”, and institutions managed by other bodies called
“Private Institutions". Non-formal education programmes are mainly based on literacy
programmes for out-of-school children and also adult literacy programmes for the
illiterate adult population. In terms of data on non-formal education, there are systems of
collecting, collating and disseminating information which are administered by the NGOs.
3.1 Overview of administration of education services
15. The education system of Bangladesh is managed and administered by two
ministries namely Ministry of Education (MOE) and Ministry of Primary and Mass
Education (MOPME). They function in association with attached departments and
directorates, as well as with a number of autonomous bodies.
Ministry of Education (MOE)
16. Ministry of Education (MOE): This Ministry is concerned with policy
formulation, planning, monitoring, evaluation and execution of plans and programmes
related to secondary and higher education, including technical and Madrasah education.
The line directorates, e.g. Directorate of Secondary and Higher Education and
Directorate of Technical Education, are responsible for management and supervision of
institutions under their respective control. The following directorates and organizations
are under the authority of MOE:
17. The Directorate of Secondary and Higher Education (DSHE): This
Directorate is headed by the Director-General who is responsible for the administration,
management and control of secondary schools, general colleges, Madrasah and other
special types of education. It is assisted by subordinate offices located at the regional,
district and sub-district (Upazila/Thana) levels. This Directorate developed, within the
EMIS unit, the MPO database, maintaining information on promotion and posting of
teachers.
18. The Directorate of Technical Education (DTE): This Directorate is headed
by the Director-General and is responsible for the administration and management of
technical-vocational institutions like polytechnics, vocational training and other similar
types of technical institutes. It has Inspectorate Offices at the Divisional Headquarters.
19. Bangladesh National Commission for UNESCO (BNCU): This organization
functions as a corporate body within the MOE. It is headed by the Minister of Education
as Chairman and the Education Secretary as the Secretary-General. The Commission
consists of 69 members constituted by eminent educationists and intellectuals
dedicated to educational, scientific and cultural matters of the country. The Secretariat
of the Commission is normally headed by a senior official designated as Deputy
Secretary.
