3.    ORGANIZATION OF THE SYSTEM OF EDUCATION AND DEVELOPMENT ON
                     EMIS

               12.        The education system in Bangladesh  is organized broadly in three levels:
               primary, secondary and tertiary. However, pre-primary education, i.e. Early Childhood
               Education (ECE), is also recognised by  the government and exists in formal primary
               schools as baby class. Moreover, kindergarten, nursery and pre-cadet schools which
               are mostly located in urban areas managed  by private entities, have pre-primary
               classes, like play group, standard I, II, from which the children proceed to formal primary
               classes. Duration of the ECE varies from one to three years and is generally aimed at
               the 3 to 5 years age group.  The statistical system of gathering information and
               dissemination on ECE is very much lacking due to non-response from privately
               managed schools. The present formal education system structure is described below:

               I     Primary Education      :  This level is of a five-year duration and is generally meant for
                     (Grades 1-5)             children aged 6 to 10 years. There are ten types of institutions
                                              offering primary education: government primary school,
                                              registered non-government primary school, non-registered
                                              non-government primary school, experimental school,
                                              Ebtedayee Madrasah, kindergarten/nursery/pre-cadet school,
                                              NGO (complete) school, community school, primary attached
                                              secondary school and Ebtedayee attached high Madrasah
                                              (Dakhil, Alim, Fazil and Kamil Madrasah).
               II    Secondary              :  This stage is of a seven-year duration with the following sub-
                     Education                levels:

                     a. Junior Secondary    :  This level is of a three-year duration and meant for children
                        Education             aged 11 to 13 years.  There are two streams of education
                                              institutions  covering this level of education. In general
                        (Grades 6-8)
                                              education,  junior secondary schools (grades 6-8) and
                                              secondary schools (grades 6-10) offer this level of education.
                                              Parallel to the general education, Madrasah education
                                              (Islamic education) institutions, e.g. Dakhil,  Alim, Fazil  and
                                              Kamil Madrasah, also offer junior secondary education (lower
                                              secondary).

                     Note:  Junior secondary education corresponds to ISCED level 2 - lower
                             secondary education.

                     b. Secondary           :  This level is of a two-year duration and meant for the 14 to 15
                        Education             years age group. There are three types of education
                                              institutions  covering this level of education: (1) general
                        (Grades 9-10)
                                              education - secondary schools; (2) Madrasah education -
                                              Dakhil, Alim, Fazil and  Kamil Madrasah; and (3) technical-
                                              vocational education - trade course of VTI, SSC (vocational)
                                              schools which exist in secondary schools,  colleges and
                                              independent institutions.
