Recommendations
199. Strategies must be developed for capacity building of education statistics at
all levels – central, regional and district, and schools to address institutional, human and
technical capacities. It is only through addressing the issues together that sustained
capacity can be built. This would include: reorienting the role and mandate of the local
level to be more involved in EMIS activities related to use of EMIS data; and allocation
of an adequate operational budget at both central and local levels to effectively carry out
the necessary tasks, including costs of carrying out an annual school census at all
levels of education.
200. Building the capacity of staff at all levels (central to school) through training
activities is one of the essential components for the capacity building. This will involve a
wide range of targeted training of key stakeholders particularly in the use of statistics as
management and planning tool. The activities would include:
o developing training materials on how to properly conduct the EMIS
activities;
o training the central and local education officers in:
definitions, data requirements, methods of calculation and use of
education indicators and statistics
analysis of education data for plan formulation, implementation and
monitoring and
other EMIS-related activities (data validation, record keeping,
conducting surveys and sampling)
o training the I.T. personnel in:
database management programming and network maintenance
use of statistical package and GIS and
how to maintain and operate IT equipment effectively and efficiently
o arranging study trips for high officials of EMIS units to countries where
EMIS is already well established.
201. Sometimes it is desirable to customise the capacity building activities and
target specific groups to resolve particular issues, instead of providing generic training
which sometimes results in little or no impact.
Awareness, support and commitment from decision-makers and planners
Findings
202. Leadership commitment and knowledge of capacity requirements for EMIS
vary among provincial and district levels. Some officials underestimate the importance
of statistics in decision-making, planning, monitoring and evaluation.
203. Awareness on the usefulness and importance of statistics and information
needs to be developed among the users especially decision-makers and planners.
