• developing a report generating module and data analysis module to provide pre-
defined, as well as user-defined, reports and analyses;
• developing an enrolment projection and resource simulation tool to assist the
policy-planning and education planning at local levels;
• developing a web format for data collection through the Internet;
• developing a web-based database system including basic indicators for user
access through Internet; and
• developing a monitoring system of data processing and data validity.
Next steps: Preparation of an action plan
233. The action plan will identify and prioritise a set of actions needed to address
the weaknesses identified by the diagnostic study. The action plan will build on and
around initiatives already underway or planned as part of the existing programmes and
other capacity building initiatives such as the PEDP-2 under MOPME.
234. It will also identify a coherent framework for capacity building of education
statistics, and will identify the costs associated with implementation of the plan. It will
serve therefore as the basis for discussion with the local donor community, and for
mobilising additional resources as required to cover the in-country costs associated with
implementation of the plan.
